Statistician: approximately how many adults would qualify as decent, honest, hard working, ideologically correct, and humane people.

Neural Network: Based on their self professed attributes, the whole of the adult population. Those incarcerated are all wrongfully convicted, and the ones who had confessed to their crimes did so under extreme duress. The rest of them are all working diligently towards a single goal: improving the human condition. So that leaves me with the whole of the adult population.
